Conditions before sprucing up (above)

Spot on backside of lips is rotting.
Bottom of lip is pealing
Platform on base has pealed
Paint on eyeball has pealed, exposing styrofoam to elements.  Nest below eye.  Bird droppings stain eye piece.
Vertical fin of base is pealing
Neck at joint with base has rotting portion.  Some has been removed in this photo.   

Work Done:
Eye piece was cleaned
Wood putty coated styrofoam eyeballs were replaced with solid wood eyeballs,
primed and painted with latex enamel.
Pealing portions were removed, cleaned  primed and painted over with latex enamel paint.   Pine tar on base was removed as much as possible and then primed over and painted.
Rotted wood behind painted surface was removed and filled with fast drying         exterior spackle, then primed and painted with one coat of latex enamel paint

Platform of base is covered with pine tar.

Work Done:
Eye piece was cleaned and painted with one coat of latex enamel.
Wood putty coated styrofoam eyeballs were replaced with solid wood eyeballs,
primed and painted with latex enamel.
Much of the pine tar on base was removed and partially primed near joint with
vertical nose piece.  
Rotted wood behind painted surface was removed and filled with fast drying         exterior spackle.  The spackle did not completely dry in the time expected.  It was primed over anyway in the form of a "collar".   I expect that this will need further attention.
